The Commissioner for Physical Planning and Urban Development, Abiodun Oluyinka Olumide, revealed this during the 2026 Ministerial Press Briefing held in Alausa, Ikeja.
Enforcement Driven by Public Complaints
According to the commissioner, the enforcement actions were carried out after investigations into numerous complaints and disputes related to property development.
The ministry received a total of 987 petitions within the review period. Out of these:
- 399 cases were resolved through mediation and compliance
- 519 cases are still under investigation
These efforts were aimed at restoring order and ensuring adherence to approved building regulations across Lagos.
Major Planning Achievements
The ministry also highlighted key progress in urban planning, including the completion of three major development frameworks:
- Lagos Island Model City Plan
- Ibeju-Lekki Model City Plan
- Revised Badagry Master Plan
These plans are expected to guide infrastructure development, land use, and sustainable urban growth in the state.
Increased Monitoring Across Estates
To strengthen compliance, officials conducted inspections in 205 housing estates and developing communities.
The goal was to ensure that developers followed approved layout plans and adhered to existing building regulations.
Warning Against Illegal Estates
In a bid to protect residents from fraudulent real estate schemes, the government published a list of 176 illegal estates operating without proper approval.
Prospective buyers have been advised to verify property documents before making any financial commitments.
Planning Permits and Digital Innovation
The Lagos State Physical Planning Permit Authority processed over 21,000 permit applications between June 2025 and March 2026, approving more than 17,000 within the period.
A 60-day amnesty programme also boosted compliance, attracting thousands of new applications.
Additionally, the introduction of the Electronic Physical Planning Permit Processing System (e-PPPS) has made it easier for residents to apply for permits online, improving transparency and efficiency.
